This crisis was immediately exploited by Big Tobacco companies to their advantage.

For instance, in the wake of the onset of the vaping panic, the former CEO of Juul Labs, Kevin Burns, was replaced by K. C. Crosswaithe, an executive from the big tobacco company, Altria. (Altria already owned a 35% stake in Juul.) Following this move, Juul announced that it would suspend broadcast, print and digital advertising in the United States, and lay off some of its workers.

Around this time,Altria and Philip Morris International, which had split from Altria in 2008, began talks that was supposed to lead to a merger. Altria had hoped that this merger would enable it expand Juul overseas, while Philip Morris International had intended to use this merger to create space in the market for IQOS, its alternative to e-cigarettes. The merger failed to come to fruition.

All these moves, however, that occurred in the wake of the e-cigarette scare were supposed to consolidate the Big Tobacco companies' power over the vaping market.

 

Differences between Vaping and Smoking

The Big Tobacco companies had equally hoped that the resulting fear of the effects of e-cigarettes would drive people to traditional cigarettes and possibly drive smaller independent vape companies out of the market.
